Oorstromings in Centurion veroorsaak chaos

Aanhoudende reën in Sentraal Transvaal het ook gesorg vir ontwrigting van verkeer maar in Centurion het geboue, paaie en laagwater brûe gevaarlik geword.

Groot dele is oorstroom, en menige voertuie is deur die vloedwater meegesleur, maar tot hede is dit nie bekend of enige mense in die vloedwater omgekom het nie.

Op sommige plekke is reeds meer as 280 mm reën gemeet vir die afgelope week, en die weerkundiges voorspel vir Dinsdag nog meer reën.

Chaos het op paaie en sommige strate ontstaan, en beurtkrag het ook gesorg dat lang toue voertuie by robotte staan wat nie werk nie.

Intussen het Die Vryburger verneem dat dele in die Noord-Kaap wat nou reeds vir vier jaar geen reën gehad het nie, dat hulle “verby die stadium is waar droogtehulp sal help”, het een van die boere gesê.

Die Pretoria munisipaliteit doen ’n beroep op inwoners om water spaarsaam te gebruik om enorme krisis af te weer.

Die opgaartenks van die stad het gevaarlik lae vlakke bereik weens ’n groot aanvraag tydens die hittegolf wat nou etlike dae duur.

Volgens die owerheid se Twitter boodskap, wat slegs sowat 60% van die inwoners bereik, word ’n dringende beroep op inwoners gemaak om nie water te mors nie.

Sekere gebiede ondervind reeds water toevoer onderbrekings, maar die munisipaliteit slaag nie daarin om doeltreffend te kommunikeer met alle inwoners nie, en het ook nie ’n deeglike plan van aksie om oortreders wat water kwistig gebruik, met paslike maatreëls te beboet nie.

Die Garsfontein opgaartenk wat die grootste en sentrale verspreidingspunt is, se watervlak het drasties gesak weens ’n groot aanvraag.

Die Garsfontein opgaartenk sukkel om die 45% vlak te behou, en was seeds benede die 40% vlak omdat aanvraag by die Koedoesnek en Elarduspark tenks die ongekende groot aanvraag voortduur.

In Pretoria se westelike gebied, by die Kit Kat Plaza, is ’n geldwa beroof en minstens een sekuriteit beampte is gewond in die voorval.

Die gewapende rowers het nie gehuiwer om die sneller te trek nie, en het met ’n onbekende bedrag die hasepad gekies.

’n Woordvoerder van die polisie sê die een verdagte het in ’n ambulans weggevlug,

Op dieselfde dag is ’n tweede geldwa sowat 50 kilometer noord van Pretoria, op die N1 naby Hammanskraal afgetrek deur drie gewapende skurke.

Die geldwa is deur ’n ander voertuig gedwing om te stop deur in hom vas te ry, waarna die gewapendes opgetree het.

Die voorvalle is later deur ’n leser beskryf as nog gebeure van ’n Swart Vrydag, want baie geld is deur ’n klein klompie gewapende diewe weggedra.

Verskeie persone het die mening uitgespreek dat die twee rooftogte waarskynlik deur dieselfde span diewe uitgevoer is, en dat hulle binnekring inligting gehad het.

R6,6 miljoen motorwassery vernietig deur vandale, maar Tshwane-woordvoerder blameer die weer

‘N Multimiljoenrandse motorwasprojek wat deur die stad Tshwane besit word en wat bedoel was om werk te skep vir die jeug van Mamelodi en die ekonomie van die township te versterk, is amper gesloop.

SowetanLIVE het berig dat die Reitiretse-geïntegreerde voertuigwasfasiliteit in Mamelodi-Wes is deur misdadigers gestroop is voordat dit selfs sy deure oopgemaak het.

Die fasiliteit van R6,6 miljoen lyk nou baie na die dag toe dit in November 2015 van stapel gestuur is.

Toe Sowetan Donderdag die fasiliteit besoek het, het die strukture alreeds hul dakke en raamwerk verloor, terwyl die ablusie geriewe van die toiletstoele en wasbakke gestroop is. Die vensters en ander toebehore is gevandaliseer.

Reitiretse is van stapel gestuur deur die voormalige Tshwane-burgemeester Kgosientso Ramokgopa en die premier van Gauteng, David Makhura. Destyds het die perseel vir ‘n motorwassery ‘n volledig toegeruste wassery en ‘n volledig toegeruste haarsalon bevat.

Die projek, wat naby Mamelodi se hoofweg, Tsamaya Drive, geleë was, was bedoel om 50 direkte werkgeleenthede te waarborg in die eerste jaar van bedryf, aangesien dit gegroei het om ander besighede soos ‘n shisanyama en winkels by te voeg.

Ondanks duidelike tekens van vandalisme, het Lindela Mashigo, woordvoerder van Tshwane, gesê die eiendom is deur storms en reën beskadig.

Volgens Mashigo is ’n koöperasie gestig wat die motorwassery bedryf het totdat dit deur storms en swaar reën beskadig is.

Inwoners het egter aan Sowetan gesê dat die motorwassery nooit in werking was na die groot bekendstelling nie.

Mashigo het gesê dat die stad “met die Gautengse departement van ekonomiese ontwikkeling, omgewing en landbou gesels om alle projekte in die township, insluitende die [Mamelodi] motorwas, te laat herleef”.

Maar sommige inwoners van Mamelodi is skepties. Obed Mashikwe, wat ‘n haarsalon in die omgewing bedryf, het gesê: “Ek was van plan om my salononderneming na die perseel te skuif, maar ek is so teleurgesteld dat ons regering en die stad Tshwane ‘n pypdroom aan ons verkoop het.”

Mashikwe het gesê dat die plek ‘n toevlugsoord vir dwelmverslaafdes geword het totdat veiligheidswagte sedert Oktober verlede jaar gestuur is om dit te bewaak.

“Ek pleit by die stad om die fasiliteit te omskep in iets goeds, sodat Mamelodi-jeugdiges vaardighede kan gebruik en aanleer,” het Mashikwe gesê.

Anna Makua het met die stad saamgestem dat die plek gered kan word: ‘Ek het ‘n skoonmaakbesigheid, maar ek het nie ‘n plek om te bestuur nie, en tog is daar hierdie gratis fasiliteit wat ek kan gebruik. ”

Tshwane MMC vir gemeenskapsveiligheid en nooddienste, Karen Meyer, het Maandag gesê dat sy berigte en beeldmateriaal ontvang het wat wys dat lede van die Suid-Afrikaanse Polisiediens (SAPD) by dwelmhandel betrokke is.

Meyer het ook die beamptes van die SAPD uitgetrap omdat hulle na bewering verhoed het dat Tshwane-nooddienste vlamme op ‘n geboue blus waarin beweerde dwelmhandelaars woon.

Gemeenskapslede, hoofsaaklik taxibestuurders, het Maandag verdagtes wat deur polisiebeamptes gearresteer is, aangerand voordat hulle die perseel aan die brand gesteek het.

“Tshwane-nooddienste is deur die skares verhoed om toegang tot die vermeende dwelmhandelaars te verkry en te behandel, maar hulle is ook deur die SAPD verhinder om die brand te blus.

“Alhoewel dit ‘n wisselvallige situasie was, moes hulle die nooddienste beskerm om hul take te verrig. Dit was ook die geval tydens die gebeure vroeër hierdie maand elders in die sentrale besigheids gebied,” het Meyer gesê.

‘Daar is ook soortgelyke berigte, en voorlopige beeldmateriaal wat deur my kantoor ontvang is, wat daarop dui dat die SAPD (beamptes) na bewering ook medepligtig is om geld in te samel en die verkoop van dwelmmiddels te vergemaklik.

“Terwyl ons enige vorm van waaksaamheid van geregtigheid veroordeel, moet die SAPD as ‘n wetstoepassingsagentskap sy rol speel en nie deel van die probleem wees nie.”

Meyer het die provinsiale kommissaris van die SAPD, luitenant-generaal Elias Mawela, uitgedaag om “dringend die bewerings oor die betrokkenheid van sy beamptes te ondersoek asook die voorvalle waar hul nooddienspersoneel op die toneel toe te laat om hul werk te doen, geweier het”.

Meyer het gesê: “Ondanks herhaalde verbintenisse en betroubaarheidsgesprekke tussen die TMPD (Tshwane Metro-polisie) en die SAPD, het gesamentlike operasies oor dwelmhandel nie plaasgevind, en dit is geen wonder dat die gemeenskap wetstoepassing as deel van die probleem sien.”

Die SAPD het gesê dat ‘n groep mense, wat vermoedelik taxidrywers is, het Maandag twee vermeende dwelmhandelaars aangerand wat deur polisiebeamptes in die berugte Bloedstraat in die middestad van Pretoria in hegtenis geneem is.

Kaptein Kay Makhubele, polisiewoordvoerder in Gauteng, sê polisiebeamptes wat aan inligting oor dwelmverwante aktiwiteite in Bloedstraat gewerk het, het die twee raakgesien, maar die duo het na die gebou gevlug met die wetstoepassers wat hul agtervolg het.

“Die polisie het hulle in hegtenis geneem en beslag gelê op dwelms wat in die besit van die verdagtes gevind is. Die waarde van die dwelmmiddels moet nog bepaal word,” het Makhubele gesê.

Dit is gedurende hierdie tydstip dat die polisie na bewering gekonfronteer is deur ‘n groep mense wat vermoedelik taxibedrywers is, wat die verdagtes daarna aangerand het.

“Die polisie kon die situasie vinnig ontlont en die verdagtes is gered en na ‘n hospitaal in die omgewing gehaas vir mediese hulp.

“Die polisie het later berigte ontvang van ‘n brandende gebou en daar is bevestig dat die gebou in werklikheid die toneel was waar die verdagtes vroeër gearresteer is. ‘N Saak van brandstigting is geopen vir ondersoek en geen arrestasie is gemaak nie,” het Makhubele gesê

A new police station in Moeka Village north of Pretoria is standing empty while the community struggles with crime.

When the construction of Moeka-Vuma police station in the North West’s Moretele District Municipality started in 2013, the community hoped that the crime rate in the area would decline.

But the police station, which was completed in 2014, has never been used. The paint on the walls is peeling off. Some of the windows are broken and weeds are growing on the pavement.

The village’s Community Policing Forum (CPF) chairperson, Abel Kubai (69), says the most common crimes in the village are house break-ins, robberies and assaults.

“I work very closely with the police, and I can tell you that we wouldn’t be having this challenge of crime in our community if Moeka-Vuma police station was working,” Kubai said.

“Early this year my family and I were robbed at gunpoint at home by thugs who made away with around R2,000 and four cellphones,” he said.

Kubai said he was concerned that residents had resorted to taking the law into their own hands.

“People are starting to lose faith in the police. Recently five alleged criminals were locked inside a car they were travelling in and then set alight. Four of them died, while we are told the other one is recovering in hospital.

“Like everybody in this community I am troubled by the high level of crime, but I am totally against mob justice. I believe they could have been saved if the police responded on time” he said.

Moeka Village and the neighbouring villages of Ratsiepane and Ga-Motla, in North West, are served by Temba police station, 30 kilometres away in Hammanskraal, which is in Gauteng.

Kubai said residents took a long time to get to the police station to report crime and the distance also contributed to the slow response by police.

Another resident who has first-hand experience of crime in the village is Abel Molaba, who has a gunshot scar on the heel from a wound sustained during a robbery at his home in March.

Glancing at the bullet hole in the front door of his house, Molaba said he was still haunted by the memory of the night the robbers broke in.

“They demanded money and ransacked the house before fleeing with our cellphones and money. Five bullets were shot. Luckily only one hit me. They also hit me with a blunt object on the head. I don’t know how I survived,” Molaba said.

With help from neighbours he called the police but when they took too long to arrive he went to Temba police station where he was told to sign a form and then go to hospital.

“They said they would come to hospital but they never came. The incident took place in March this year and I am still waiting for an update on the case to this day,” he said.

Molaba, who runs a fruit and vegetable shop not far away from his home, lives with his wife, daughter and elderly mother, who were also there during the robbery.

“The incident took place in front of my family and you can imagine how traumatising that experience was for everybody in the house. My daughter was crying, thinking I was dead” he said.

The village’s Local Councilor John Mahomane said he met police officers from Temba police station last month. “But so far it’s not clear when the station will start working,” said Mahomane.

During his department’s budget vote speech for the 2019-20 financial year in July, North West MEC for Community Safety and Transport Sello Lehare cited poor workmanship by the contractor as the reason why Moeka–Vuma police station was not working.

Lehare noted that Dwarsberg and Mabeskraal police stations in the Bojanala District Municipality were also not being used. He said Moeka-Vuma would be provided with a mobile police station. But no mobile police station has been provided yet.

According to Moeka resident and former Moretele Municipality councillor Peter Makhudu, the reason why the police station is not working after so many years is that something went wrong with the construction of the project.

“The usual response you get when you enquire about Moeka-Vuma police station at Moretele Municipality is that the enquiry is noted and that it will be referred to the relevant people”.

Attempts to get comment from the North West Department of Community Safety and Transport were unsuccessful. Spokesperson Freddy Sepeng agreed to an interview last Friday and asked us to call back, but has not answered calls since then.

SAPS national spokesperson Brigadier Vish Naidoo referred us to North West SAPS spokesperson Brigadier Sabata Mokgwabone, who asked for questions to be emailed.

We sent Mokgwabone the following questions on 16 September:

Our understanding is that the construction of Moeka-Vuma police station was halted due to poor workmanship by the contractor. How true is this?
Can you please explain, what exactly is the problem with the building, as it looks fine and ready for use from outside?
What is the name of the construction company that was awarded the contract to build the station, and when did the project start and stop (year and month)?
How much was budgeted for the project, and how much had already been spent when the project stopped?
Are you able to tell how much is it going to cost to rectify the situation with the building?
If the project was stopped due to poor quality of construction, what steps if any, is SAPS taking to rectify this?
Are steps being taken to recoup the money that SAPS has spent on the project from the constructor? If yes, please elaborate.
If steps are being taken, what has been the constructor’s response? Does the contractor admit to shoddy work?
How is the situation with the police station affecting your crime fighting efforts in Moeka Village and surrounding areas?
According to residents the level of crime in the area is very high. Are you aware of this? If yes what’s being done to deal with the situation?
We gather that due to the high level of crime in the area recently residents have tended to take the law into their own hands, with the latest incident involving four alleged criminals who were allegedly set alight. Are you aware of this incident and what’s your message to the community?
We understand that there are two other stations in North West — Dwarsberg and Mabeskraal police stations in the Bojanala District Municipality — that are also not being utilised. What is the situation with them?
How widespread is the problem of SAPS building defects due to poor workmanship in the province?

Mokgwabone responded the same day: “Kindly be informed that your enquiry has been referred to Head Office – Brigadier Vish Naidoo for further handling.”

We have not yet received a response from Naidoo.

Die universiteit is die tuiste van die geakkrediteerde, Afrikaanse privaatkollege vir beroepsgerigte opleiding, gebaseer op Christelike waardes.

Die nuwe kampus is deel van die vakbond se onderwys- en indiensnemingsprojekte ter waarde van R4,5 miljard oor die volgende vyf jaar. Die projek sal ongeveer R300 miljoen kos wat deur donasies van die gemeenskap befonds word, het die vakbond gesê.

Die kampus is die eerste van die belangrikste projekte waaraan die unie oor die volgende vyf jaar sou begin om onderwys en indiensneming tot R4,5 miljard te verhoog.

Die volgende projek is die konstruksie van die Akademia-kampus waar “onderrig van wêreldgehalte deur middel van Afrikaans aangebied sal word as onderrigmedium”.

“Die krag van Sol-Tech en hierdie kampus lê daarin dat dit deur die gemeenskap gebou word,” het dr. Dirk Hermann, bedryfshoof van Solidariteit, gesê.

“Elke Solidariteit-lid skenk elke maand R10 aan ‘n boufonds.

“Duisende lede van die publiek skenk elke maand kleiner bedrae om instellings soos Sol-Tech te bou.”

Hermann het gesê dat die kampus nie ‘n produk van staatsgeld of groot bemagtigingsgeld sou wees nie “maar uit klein bydraes deur die duisende wat bymekaar kom om iets groots te laat gebeur”.

Volgens Cape Talk word die universiteit van R300 miljoen in Pretoria deur donasies en die vakbondgroep Solidariteit befonds.

Lesufi het op die radiostasie gesê die idee van die universiteit is “uit woede” begin toe universiteite regoor die land hul taalbeleid begin verander om inklusiwiteit te bevorder.

‘Dit is baie belangrik om te verstaan waar ons vandaan kom, dat daar ‘n sekere taal was wat gebruik word om mense in hierdie land te onderdruk,’ het hy gesê.

Hy het homself ook verdedig teen beskuldigings dat hy anti-Afrikaans is, en bygevoeg dat hy glo dat alle tale gelyk behandel moet word.

“Ons sê dit nie omdat ons Afrikaans aanval nie, maar omdat die boodskap van ‘ons moet net een taal nodig het’ sleg is.”

Die man wat na bewering ‘n bank in die Menlyn Mall-winkelsentrum in Pretoria probeer beroof het, is geïdentifiseer as ‘n voormalige ondersoekbeampte vir die nou-ontbinde Skerpioene.

Twee van sy voormalige kollegas het aan News24 bevestig dat die verdagte, wat Dinsdagoggend in hegtenis geneem is, Mossie Mostert was.

Volgens News24 word deur albei bronne ook gesê Mostert het glo finansieel swaargekry.

Sedert hy die direktoraat vir spesiale operasies (die Skerpioene) en die polisie verlaat het, het Mostert sy handel as ‘n private ondersoeker by ‘n maatskappy genaamd Mostert Security Solutions uitgevoer.

Volgens die polisie het die verdagte glo omstreeks 11:15 ‘n Absa-bank binnegegaan en reguit na ‘n bankteller gestap voordat hy ‘n briefie oorhandig het.

Hy het homself vermom, het ‘n pruik gedra en die bank binnegekom met ‘n toestel wat hy later as ‘n bom ontbloot het.

Polisiewoordvoerder, kaptein Colette Weilbach, het gesê op die nota is gesê dat hy ‘n bom gehad het en dat hy ‘n onbedekte bedrag wou hê. Die bankteller het toe die stil alarm gedruk.

“Sekuriteit het onmiddellik die hele winkelsentrum gereageer en ontruim. Die polisie het geantwoord en die man in die bank gearresteer. ‘N Vuurwapen is gekonfiskeer,” het Weilbach gesê.

Die polisie se bomeenheid en K9-eenhede is na die toneel ontbied om die apparaat te ondersoek. Terwyl die snuffelhonde aanvanklik positief op die toestel gereageer het, het die eenheid vir bomontwerping gevind dat dit nie ‘n bom was nie, maar dat die man kruit op die toestel gesprinkel het om dit egtheid te gee.

Verskeie werknemers wat by verskillende winkels werk, het nie ‘n idee wat gebeur nie, en vertel net aan News24 dat die alarm afgegaan het en dat die veiligheid hulle gevra het om die sentrum te verlaat en by die aangewese gebiede te wag.

Een werknemer by ‘n winkel, wat nie genoem wil word nie, het gesê dat hy werknemers van die bank, wat na bewering aangehou is, gesien het en dat hulle gespanne lyk.

Volgens ‘n paramedikus op die toneel het bankwerknemers traumaberading ontvang.

Teen Dinsdag om 15:00 is die winkelsentrum deur die polisie veilig verklaar en heropen.

Mostert sal na verwagting binnekort in die Hatfield-gemeenskapshof verskyn op aanklagte van ‘n valse dreigement en poging tot bankroof.

Swiss pensioner scammed out of R13,500 at Pretoria home affairs

It is believed a certain Stoffel and a Diana L Kamwenje may have information related to the ‘agency’ that allegedly scammed Denise Hausermann.

Forensic investigators are asking for two people to come forward who they believe may have information about an alleged fraud at the department of home affairs (DHA) in Pretoria, after a Swiss national was scammed.

When her pensioner’s permit expired, Denise Hausermann, 67, had come to love living in SA and she found an “agency” in a newspaper to help her through the red tape.

It is believed a certain Stoffel and a Diana L Kamwenje may have information related to the “agency”.

According to senior specialist investigator from IRS Forensic Investigations Andre van Wyk, Hausermann initially paid R10,000 for her application for permanent residency (PRP).

Hausermann’s purse, containing her passport after she received her PRP and temporary identity document (ID), was stolen in a separate incident soon after she started dealing with the agency.

“Over and above the R10,000 cash, the victim had to pay for the application, two more deposit slips were found for R1,500 and R2,000 respectively as top-up payments for the ID and passport that had to be paid into a FNB bank account in April 2014,” said Van Wyk.

Hausermann then attempted to obtain a new permanent residence visa but after she failed to reach Stoffel, she approached a well-known immigration lawyer. The attorney found the documents to be fraudulent.

And while Van Wyk hunts for the perpetrators, the DHA apparently wants nothing to do with the matter.

“This turned into a monumental disaster for Hausermann, with her being branded as a dishonest person and told to leave SA, instead of [the DHA] investigating the allegations,” said van Wyk.

An appeal was made and other letters followed, to no avail until a formal complaint was laid with the minister, as well as a criminal case registered against the alleged agent.

“It was initially thought the DHA would initiate the investigation but this was never done. The client did attempt to register a case with [the police] but was turned away [through lack of] evidence,” he said.

Hausermann cannot visit her family abroad, use banking facilities or do anything where she needs to prove legal status in SA.

“She can’t even visit her mom’s grave and bid another gravely ill family member farewell. She can’t access her bank account as she isn’t able to comply with their Fica requirements due to not having a visa. Her life is falling apart and the DHA couldn’t care less about the matter,” he said.

DHA spokesperson Siyabulela Qoza did not respond to The Citizen by the time of going press but promised to do so at a later stage.

Drugs & Taxi Drivers were blamed for CBD being plunged into chaos – shops looted, buildings set on fire and public transport suspended in South Africa’s Capital City.

Taxi drivers took to the streets in Pretoria after one of their “colleagues” was apparently killed by a Nigerian who was apparently selling drugs. They allegedly set the buildings where the Nigerian “businesses” were operating from, on fire and then hijacked a truck, which was used to block an intersection to prevent the fire trucks from getting to the fire.

The killing of the taxi driver is believed to have started these riots in the CBD. The situation left bus commuters stranded after the city temporarily suspended its bus services for safety reasons.

Several foreign stores were looted and a building was set alight.

Police had to chase rioters with rubber bullets who prevented the firefighters from reaching the scene.

The police system is also broken and rotten to the core and there were accusations of police taking money from drug dealers and claims made that the murderer will never be brought to justice as Police are on drug dealer’s payroll.

Pretoria’s city center has been plunged into chaos for the past two days now, and people are advised to avoid that part of the city.

Taxi owners, businesspeople and residents who experienced the chaos in Pretoria say the police’s poor behaviour and careless attitude were worse than the criminal elements.

A taxi driver told the media that South Africa will never get out of the mess as long as he is satisfied with the poor police service, especially because they are worse than the criminals.

Another person pointed out that over the past six years, he has witnessed police mistreating innocent people while the guilty elements are shot-free.

Police have repeatedly ripped the crowd apart with rubber bullets over the past few days, injuring people who have no connection to the riotous fighting in the streets of Pretoria.
